Speaker Biographies

 

Hon Richard V Spencer

Chair of Austal, 76th Secretary of the US Navy, Chair of Bondi Partners 
 

The Hon. Richard V. Spencer was appointed Chairman of Austal Limited on 1st July 2024.

Richard was the 76th Secretary of the United States Navy, sworn into office in August 2017 and serving until November 2019. After graduating from Rollins College University, he served in the United States Marine Corps, as an H-46 (Phrog) pilot.

After leaving active duty, Richard began a successful career in finance, working on Wall Street for 16 years for companies such as Goldman Sachs, Donaldson, Lufkin and Jenrette, and Bear Stearns, before becoming President of Crossroads Investment Management LLC, and Vice Chairman and Chief Financial Officer of Intercontinental Exchange, Inc. (NYSE-ICE) and later Managing Director of Fall Creek Management LLC.

He also served on the Pentagon Defense Business Board advisory panel and the Chief of Naval Operations Executive Panel.

Mr. Spencer is currently the Global Chairman of Bondi Partners, an advisory firm based in Australia offering strategic counsel to corporate and government clients; Managing Director of Pallas Ventures, which focuses on emerging commercial technologies that have applicability in the National Security arena; and is a member of the board of directors of the Global Atlantic Financial Group and Focused Energy. He is also a member of the Advisory Board to the US Innovation and Technology Fund. 

 

Alan Clements AM CSC

Chief Executive, L3Harris Australia
 

As Chief Executive for L3Harris Technologies Australia, Alan Clements is charged with providing strategic oversight, leading the growth of L3Harris’s Australian and New Zealand based businesses to grow domestic capabilities as well as identify opportunities for export.

Alan joined L3Harris in May of 2021, and commenced as Chief Executive L3Harris Australia in July 2021, bringing experience gained from the uniformed, business and diplomatic sectors.

Alan Clements joined the Royal Australian Air Force on 20 Aug 1985 as a trainee pilot. Upon graduation in 1986 his early career involved training navigators on HS748 aircraft before subsequent flying tours as a primary, and advanced pilot instructor. He undertook F/A-18 conversion in 1993 becoming an F/A-18 Instructor in 1996.

His F/A-18 executive flying appointments include Flight Commander 77 Squadron, Executive Officer No 2 Operational Conversion Unit, and culminated as Commanding Officer 77 Squadron in 2005/6. His senior executive flying appointments include as the Officer Commanding responsible for initial fighter pilot training, and maintenance technician training, Director of Defence Aviation & Air Force Safety. He also has undertaken tours in capability development responsible for F/A-18 and Hawk 127 aircraft and weapons development.

On promotion to Air Commodore in October of 2011, he was posted to Director General Force Structure Review; contributing to the 2013 Defence White Paper. In December 2013, Air Commodore Clements assumed the duties of Commandant of the Australian Defence Force Academy (ADFA).

As Commandant, Air Commodore Clements was instrumental in strengthening gender equality at ADFA. He implemented a number of policies and training programs focused on improving the treatment of women and improving the quality of officer education and training at the Academy. He was awarded a Conspicuous Service Cross in 2016 for his leadership whilst at ADFA.

On promotion to Air Vice Marshal in January 2017, he was posted as the Defence Attaché to the United States of America, and was made a Member of the Order of Australia in 2020. Upon return from the US in 2020, AVM Clements retired from full time service and started a consulting business as an executive level adviser and consultant to Australian industry and universities.

Alan is active in the Reserves and his hobbies include aerobatics, flying vintage aircraft, tennis and golf. He is married to Helene, and they have two adult daughters.

 

Blake Herzinger

Asia Defence and National Security Policy Lead, Microsoft
 

Blake Herzinger is Microsoft’s Defense and National Security Policy Lead for Asia.

Previously, he led policy strategy and advocacy at Citi across North and South Asia and Australia, advised senior leaders on geopolitical and regulatory trends at Indo-Pacific Advisors, and held roles at Twitter and Booz Allen Hamilton focused on defense policy, risk, and market strategy.

He has been affiliated with think tanks including the American Enterprise Institute in Washington, D.C., and has authored numerous articles in global publications, delivered research papers, and authored and contributed to several books.

From 2008 to 2017, Blake served as an active-duty officer in the U.S. Navy as an intelligence officer and Asia specialist, with operational tours across Europe, North Africa, the Middle East, and Asia; he continues to serve in the U.S. Navy Reserve. He holds an M.A. in Strategic Studies from the S. Rajaratnam School of International Studies (Nanyang Technological University, Singapore) and a B.A. in Political Science from Brigham Young University. He speaks English and Bulgarian.

 

Ashley Schneider

Chief Safety, Engineering and Assurance Officer, H&B Defence
 

Ashley Schneider is the Chief Safety, Engineering and Assurance Officer at H&B Defence, an Advisory Board Member of UWA Defence and Security Institute and the WA member for Women in Nuclear Executive Committee. 

Prior to her role at H&B Defence, Ashley was the Director for AUKUS Emerging Markets in the Nuclear and Environmental Group at HII Mission Technologies where she was responsible for shaping this emerging market and capturing work and standing up the business to support the AUKUS trilateral agreement.

Ashley has over 20 years of extensive experience in nuclear engineering, hazardous and radiological waste management, emergency planning, Virginia Class Submarine Nuclear reactor construction and testing, and technical leadership. After working in the environmental sector for the US Dept of Energy for cleanup and remediation projects, Ashley joined HII in 2008 as an Environmental Engineer.  Throughout her time with HII she has held positions throughout the Nuclear Propulsion Division of Newport News Shipbuilding, in Radiological Controls Engineering, Emergency Planning, Nuclear Test Engineering and R&D. She was also responsible for the stand up and successful operation of the Maritime Operations team in HII-Mission Technologies, a 135-person embed multi-disciplinary engineering organization performing maintenance, sustainment and new construction of nuclear-powered aircraft carriers, submarines and nuclear facilities. 

Ashley holds a Bachelor of Science from the University of Central Florida, a Graduate Certificate in Nuclear Engineering from Virginia Tech and a Master’s in Industrial and Systems Engineering from the University of Tennessee, Knoxville.

 

Sir Nick Hine KCB

Chief Executive Officer, Marine, Babcock
 

Prior to becoming Chief Executive, Marine, Sir Nick led Babcock’s work to support AUKUS delivery with UK, Australia, and US partners to increase export opportunities across the Group. He moved to Babcock after 37 years’ service in the Royal Navy, ultimately serving as Second Sea Lord, Chief Executive of the organisation.

Nick’s military career was wide ranging - he spent the first twenty years of his career as a submariner on classified operations in the North Atlantic; he was the second in Command of HMS Splendid a submarine that tested and operationally employed the first Tomahawk missiles for the Royal Navy. He was then in Command of the nuclear submarine HMS Talent at the age of 33. He Commanded surface ships HMS Blackwater and HMS Westminster. Nick spent a year under US Command in Baghdad leading on the reconstruction of the Iraqi Navy during the Iraq War in 2009. His senior Naval career took him from procurement to being the sole military adviser in HM Treasury working directly to the Chancellor, followed by policy and strategy development before his role as Second Sea Lord.
