Premier Marshall has promised exciting changes for South Australia—changes that will transform our economic landscape and provide new opportunities for businesses to grow. His government wants to make SA the leading state for business startups. Leading the State’s new vision is South Australia’s first Chief Entrepreneur, co-founder and chairman of Nova Group, Jim Whalley, supported by the Entrepreneurship Advisory Board consisting of prominent business leaders who are innovators and entrepreneurs.

Jim Whalley, Chief Entrepreneur and Chair Nova Group

Jim is Chair and co-founder of the Nova Group and a former RAAF fighter pilot and test pilot. He is a graduate of the Royal Air Force, Empire Test Pilots' School, holds an MBA from the University of Adelaide and a Science Degree (Physics) from UNSW. Since starting in 2000, Nova has grown to over 600 people throughout Australia, New Zealand, Singapore, Norway and the UK and is one of Australia’s largest privately owned Defence Professional Service Providers. Its customer base has also expanded outside defence to include space, satellite communications, utilities, mining and rail.. In September 2018 he was appointed Chief Entrepreneur for South Australia to provide advice to Government on entrepreneurship policy as Chair of the Entrepreneurship Advisory Board. He retains a strong interest in aviation and flies, flight tests and displays a range of aeroplanes and helicopters in his spare time. 


Jim McDowell, Chief Executive, Department of the Premier and Cabinet

Jim commenced as Chief Executive of the Department of the Premier and Cabinet in September 2018. As Chief Executive, Jim supports the Premier and Ministers to deliver the government’s vision for South Australia, with a focus on building strong collaborative partnerships across government and with the community and business sectors. Jim brings a broad experience to the role, from growing up in Belfast to working in the private sector in the USA, Korea, Singapore, Hong Kong and Saudi Arabia, where he has held many executive, non-executive and advisory roles. Moving to South Australia in 2001, to establish the Adelaide-based headquarters for BAE Systems Australia, Jim was most recently the Chancellor of the University of South Australia. 


Mohan Koo, Co-Founder and Chief Technology Officer, Dtex Systems

Mohan is Co-Founder and Chief Technology Officer of Dtex Systems. With over 20 years of global experience, Mohan is widely recognized as a thought leader in the Cyber Security industry. With particular interest in the intersection between surveillance and privacy, Mohan led Dtex to become the first ever security vendor to implement ‘Privacy by Design’ in the development of the Dtex technology platform. Mohan is continually studying the global enterprise security landscape, with a passion for driving ‘People-centric Security’ practices and positioning the end user as the ultimate key to enterprise security. Mohan’s passion for enabling transparency and security in the enterprise, along with his commitment to driving customer success, has enabled Dtex to be recognized as one of Gartner’s Cool Vendors in 2016.
