Jacqueline Borsboom, Managing Director - Australia, The Asia Group (TAG)



Jacqueline Borsboom is Managing Director for Australia at The Asia Group (TAG). Based in Washington, Jacqueline draws on decades of experience working on defense and government policy to help clients capture new growth opportunities throughout the Indo-Pacific at the nexus of geopolitical, national, and commercial interests. 

Before joining TAG, Jacqueline served as Minister-Counsellor for Defence Policy at Defence Australia, where she led a team of over 30 diplomats and liaison officers across the U.S., and served as the primary adviser to the Australian Ambassador and Secretary of Defence on the Australia-U.S. alliance. During this time, she also acted as Australia’s chief strategist in the U.S. for operationalising AUKUS and addressing information-sharing and technology transfer issues, including ITAR. 

Before her appointment in Washington, Jacqueline worked as a Senior Executive at the National Naval Shipbuilding Office in Canberra, where she led an interdisciplinary team of experts responsible for developing, implementing, and monitoring policies and strategies to establish a fit-for-purpose national infrastructure, workforce, and industrial base to support the construction of over 54 locally built complex naval vessels. 

Jacqueline began her career in government and has served in various roles both in Australia and internationally focused on Australian regional engagement and defense policy. She was the first Australian official stationed at NATO’s Headquarters in Brussels, Director for Indonesia and later New Zealand and Pacific at Defence Australia, Director of Humanitarian Organisations at the Australian Department of Home Affairs, and as Senior Officer for Asia-Pacific Economic Cooperation in the Department of the Prime Minister and Cabinet under Prime Minister John Howard. 

Jacqueline holds a Master’s in business and organisational anthropology focused on Asia from the Radboud University (Netherlands), a Graduate Certificate in Foreign Affairs and Trade from Deakin University (Australia), completed Harvard Business School Managing Innovation in 2023, and is an alumnus of the George C. Marshall European Centre for Security Studies (Germany) and the International Institute for Humanitarian Law (Italy). Jacqueline speaks Dutch, French, and German and provides pro-bono translation and copyright services for Buzz Women, an international NGO that helps women in India and Africa become entrepreneurs.



CDRE John Chandler AM, First Assistant Secretary Submarines, Australian Dept of Defence



John Chandler is the First Assistant Secretary Submarines within Australia’s Department of Defence Naval Shipbuilding and Sustainment Group. He joined the Australian Public Service to commence this role in September 2022.

A former Senior Submarine Engineer Officer in the Royal Australian Navy, John brings extensive Defence capability acquisition and sustainment experience from his naval career, preceded by Oberon, Collins and Anzac-Class sea-charge experience. 

After 33 years of Naval service, John has been awarded a Member of the Order of Australia, a Conspicuous Service Cross and Conspicuous Service Medal for exceptional service accumulated over a decade and a half of naval materiel acquisition and sustainment experience in roles spanning leadership, governance, program management, engineering, logistics, procurement and contract management across submarines, surface warships, minor naval vessels, and ‘boutique’ Defence procurement areas. 

John transferred to the Naval Reserve in March 2019, and briefly established his own consulting business, of which he was sole director, before joining Lockheed Martin Australia in early 2020. Within Lockheed Martin Australia John led the company’s Combat System Integrator Program for Australia’s Future Submarines. 

John holds Bachelor of Electrical Engineering, a Masters of Management, a Graduate Certificate in Maritime Studies, and a Graduate Diploma in Project Management. He is a Certified Practicing Project Director within the Australian Institute of Project Management and a Chartered Professional Engineer and Fellow within Engineers Australia. Further, he is a Graduate of the Australian Institute of Company Directors. 

John is married with two adult sons. He calls the Adelaide Hills home where, as his availability permits, he is an active volunteer in his local Country Fire Service Brigade. He enjoys following the fortunes of the Carlton Football Club, riding Triumph motorcycles, and living vicariously through the achievements of his family.



VADM (ret) Dave Johnson, Vice President,
L3Harris International



Vice Adm. (ret.) David Johnson is the Vice President L3Harris International. In this position, he oversees international offices and is responsible for the development and execution of L3Harris' worldwide business development strategy, including enterprise country strategies, with focus on new growth and productivity initiatives.

Prior to this role, Dave served as Vice President of Strategy, Integrated Mission Systems Segment. Before joining L3Harris, Dave completed a distinguished 36-year career in the U.S. Navy, most recently serving as the Principal Military Deputy to the Assistant Secretary of the Navy for Research, Development and Acquisition, where he had responsibility for all Navy and Marine Corps programs and development for maritime, ground, aviation, space and C4I systems.

The company provides advanced defense and commercial technologies across air, land, sea, space and cyber domains. Prior assignments included PEO Submarines, Deputy Commander Naval Sea Systems Command for Undersea Technology, Commander Naval Undersea Warfare Center, major program manager for Virginia Class Submarines, and various assignments in ship design, construction, maintenance, modernization and technology development. 

Dave graduated from the U.S. Naval Academy in 1982 with a Bachelor of Science in Aerospace Engineering. He also holds a naval engineering degree and a master’s degree in mechanical engineering from the Massachusetts Institute of Technology. He has received various personal and campaign awards, including the Distinguished Service Medal with one gold star.



The Hon. Arthur Sinodinos AO, Partner & Chair of Australia Practice, The Asia Group (TAG)


  
The Hon. Arthur Sinodinos AO is Partner and Chair of TAG’s Australia Practice and a leading expert on Australian public policy and politics who brings a wealth of public and private sector experience spanning national security, industry innovation, economic policy, and banking. Ambassador Sinodinos is responsible for developing and executing the firm’s business strategy in Australia and supporting C-Suite executives from across TAG’s geographic portfolio to manage evolving risks and seize emerging growth opportunities. 

Ambassador Sinodinos most recently served as Australian Ambassador to the United States, where he was closely involved in Australia’s negotiations related to AUKUS, the Quad, and the Indo-Pacific Economic Framework.  Ambassador Sinodinos previously worked as Australia’s Minister for Industry, Innovation and Science and was a Senator for New South Wales in the Australian Parliament from 2011 to 2019. During his parliamentary career, he also held other key roles in and outside Cabinet, including Cabinet Secretary and Assistant Treasurer. 

Over a career spanning four decades, Ambassador Sinodinos has held a number of influential positions in public service. On the election of the Hon. John Howard AC as Prime Minister of Australia in 1996, Ambassador Sinodinos was appointed the Prime Minister’s Senior Economic Adviser and in 1997, the Prime Minister’s Chief of Staff, a position he held for nine years. Between 1987-1989 and 1995-1996 Ambassador Sinodinos also served as Senior Economic Adviser to Mr Howard while in opposition. He started his Australian Public Service career in 1979, rising to the Senior Executive Service in the Department of the Treasury. 

In 2006, Ambassador Sinodinos left government to work with Goldman Sachs JBWere, followed by the National Australia Bank and various corporate appointments. 

In 2008, Ambassador Sinodinos was appointed an Officer of the Order of Australia for his service to politics through the executive function of government, to the development of economic policy and reform, and to the Greek community. In 2019, he was made a Distinguished Fellow of the Australia & New Zealand School of Government in recognition of his promotion of public sector leadership. 

Ambassador Sinodinos lives in Washington with his wife Elizabeth, and their three children.
 

RADM Richard Seif, Commander, Submarine Force, US Pacific Fleet

  

Rear Adm. Seif is a native of Pittsburgh, Pennsylvania. He is a 1992 graduate of the U.S. Naval Academy with a Bachelor of Science in Marine Engineering. He also holds a master's degree in Business Administration from the College of William and Mary's Mason School of Business.

At sea, he has served aboard five nuclear fast-attack submarines. He served as a junior officer aboard USS Newport News (SSN 750), engineer officer and combat systems officer aboard USS Oklahoma City (SSN 723), and executive officer aboard USS Houston (SSN 713). He commanded USS Buffalo (SSN 715), homeported in Guam, from April 2010 to February 2013. During this tour, he conducted extensive operations in the Western Pacific, and the boat was awarded the Navy Unit Commendation, the Meritorious Unit Commendation, two Battle Efficiency awards, and the Arleigh Burke Fleet Trophy.

He also commanded USS Jacksonville (SSN 699), completing a U.S. 5th and 7th Fleet deployment, and also served as commodore, Submarine Squadron One and chief of staff to Commander Submarine Force, U.S. Pacific Fleet. Ashore, Rear Admiral Seif has served as the military assistant to the Assistant Secretary for Defense for Strategy, Plans, and Capabilities; deputy chief of staff for Operations for Submarine Group Seven/Task Force 74 in Yokosuka, Japan; the Navy's national director of Submarine and Nuclear Power Recruiting; board member and executive officer of the Fleet Forces Command Nuclear Propulsion Examining Board; and flag aide to Commander Submarine Force, U.S Atlantic Fleet/Submarine Allied Command Atlantic. Prior to his assignment as Commander, Submarine Forces, U.S. Pacific Fleet he served as Commander, Submarine Group Seven/Task Force 54/Task Force 74.

His personal decorations include the Defense Superior Service Medal (two awards), Legion of Merit (five awards), Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (five awards), and Navy and Marine Corps Achievement Medal (three awards). He has served with crews that have earned seven Battle Efficiency awards, two Arleigh Burke Fleet Trophies, and various unit and campaign awards.



Andy Storer, Chief Executive Officer, Nuclear Advanced Manufacturing Research Centre, UK



Andrew was appointed as Nuclear AMRC’s Chief Executive Officer in August 2017. Prior to this, he was Programme Director for Rolls- Royce’s civil nuclear business, leading customer engagement and bids with new build developers. 

Before working in civil nuclear, he was General Manager for submarine fleet support, ensuring at-sea availability. Before this he was Technical Engineering Manager for primary plant components. He also worked at MoD as part of the visit team restarting the UK / US relationship ahead of the Dreadnought programme collaboration.
 
He started work as an apprentice at NEI and developed his career through various engineering roles working on large coal and gas fired power stations as well as delivering components for Sizewell B.
 
He represents the Nuclear AMRC on the Nuclear Industry Council, and leads the Winning UK Business work programme as part of the Nuclear Sector Deal. In 2022, he was part of the sprint team convened by the Prime Minister to establish the framework for Great British Nuclear, leading the supply chain, skills and capacity taskforce.

He is an Executive Director of the Nuclear Industry Association; UK representative on the Generation IV International Forum for materials and manufacture; and a member of the Royal Society's Nuclear Cogeneration Steering Group. He is Visiting Professor of Nuclear Manufacturing and Capability Development at the University of Sheffield.

 

MODERATOR: Ticky Fullerton, Chief Executive Officer, Australian British Chamber of Commerce  

  

Ticky Fullerton joined the Chamber as Chief Executive in March 2023.  She has a long-standing reputation as a highly credible voice in business with board and governance experience, with a strong network across governments, the top floor and media. She is a trusted advisor to government, working closely with both Australian and UK government networks.

Most recently, Ticky was Business Editor at Large at The Australian newspaper. She is an award-winning journalist with over twenty years at News Corp and the ABC.  She was Business Editor of Sky News in Australia and presented Business Weekend, the channel’s flagship business program for the ABC and was an investigative journalist with Four Corners.

Prior to journalism, Ticky spent ten years with investment bank CS First Boston in Britain and Australia.

She is a past director of the Australian British Chamber of Commerce and of the Cooperative Research Centre (CRC) for Irrigation Futures.

Ticky has a law degree from Oxford where she was also Treasurer of the Oxford Union.
